Heat oil in a large pot or electric skillet over medium - high heat. Season the beef. Brown meat on all sides & remove to plate
Add onion to pot and reduce heat to low. Cook, stirring, until softened, 3 minutes. Add garlic, stirring for 1 minute.
Pour in beer, add broth tomato paste, Worcestershire, sugar, paprika, and 1/2 tsp salt and pepper to taste
Add the beef and simmer, about 1 to 1 hour, 45min
Add carrots, celery and other vegetables and simmer until vegetables and meat are tender, about 45 minutes.
Remove about 1 cup of liquid from pot and whisk in flour, then stir it back in. Bring to a gentle boil
Serve over Mashed Potatoes!
