Preheat oven to 350. Line 2 Cookie Sheets with parchment paper
In a bowl, whisk together flour, baking powder, baking soda and salt
In another bowl, put 1 1/2 cups of the sugar and cream cheese in a bowl. Don't combine yet. Put the rest of the 1/3 cup sugar for rolling in a pie plate/bowl and set aside.
Pour the warm butter over the cream cheese mixture and stir. Mixture will be slightly lumpy. Stir in the oil, then the egg, milk and vanilla extract. Mix until smooth.
Using a spatula, stir the dry ingredients into the wet. When they are slightly mixed, add some m&ms into the mix, leaving some for later to top on the cookies.
Roll cookies into 1 1/2 inch balls. then roll bowls in sugar on the pie pan. Put on a pan two inches apart and put 2-3 m&ms on top of each one.
Bake cookies, 1 tray at a time, for about 10-12 minutes. Transfer them to a wire rack to let cookies cool. I usually let the cookies cool on the tray for 5 minutes and then transfer them to a wire rack to cool completely.
